A major point of contention involves the recommendations from the Western Ghats Ecology Expert Panel (WGEEP), headed by Madhav Gadgil, which proposed stringent measures to protect the region. The panel highlighted the need for strict restrictions on activities like quarrying, construction, and mining in Ecologically Sensitive Areas (ESAs) to prevent degradation of the region's fragile ecosystem. These recommendations were not fully implemented, facing opposition from both the state and central governments, which led to the formation of another committee under Kasturirangan.
